As I have earlier written in my article that approx. Rs.82763.58 crores has been collected through education cess only for Fin year 2014-15 (the data collected till 31st October).

Now below I have collected the data of literacy rate state wise and then analyzed on my own.
I analyzed that the best performance of literacy rate was between 1991 to 2001 which was 12.63 , when there was no education cess.
Whereas when the education cess was introduced that is between 2001 to 2011 has declined to 9.20.
Even if we see the years previous to 1991 it was quite good enough.
